The California Environmental Quality Act is a mandatory part of all construction and planning projects in the State of California. The campus is completing this process for all the projects listed in the Master Plan.

November 2021
Past Month’s Accomplishments: The project team responded to all comments received on the Draft EIR. This document will be incorporated into the Final EIR. The consultant will send final documents by 10/29. Project is complete.
Next Month’s Milestones: Project is complete.
October 2021
Past Month’s Accomplishments: The project team responded to all comments received on the Draft EIR. This document will be incorporated into the Final EIR. Consultant to send final documents by 10/29.
Next Month’s Milestones: Final EIR will be prepared to take to the November Board meeting.
September 2021
Past Month’s Accomplishments: A public hearing was held on 9/16 and attended by several community members. The Draft EIR public review period ended on 9/27. ESA received feedback from the community and public agencies and will respond as part of the Final EIR.
Next Month’s Milestones: The project team will prepare the Final EIR for board approval on 11/9.
August 2021
Past Month’s Accomplishments: Draft EIR was released for public review on 8/16/21. The public review period is 45 days and will end on 9/30/21. The Draft EIR can be found on the District's CBOC website: http://cboc.sjebond.com/program documents/
Next Month’s Milestones: The campus will be holding a public hearing for the draft EIR on 9/16/21 at 5pm. The purpose of this hearing is to solicit feedback from the community on the adequacy of the EIR.
July 2021
Past Month’s Accomplishments: BST reviewed the Administrative Draft EIR and provided comments back to the consultant. Consultant to submit Screen check Draft EIR for review on July 26.
Next Month’s Milestones: Draft EIR will be released for public review on 8/16/21. The public review period is 45 days and will end on 9/30/21.
June 2021
Past Month’s Accomplishments: The Consultant submitted the Administrative Draft EIR for District review. All comments are due by July 5.
Next Month’s Milestones: The Consultant will submit the Screencheck Draft EIR for District review. Comments will be due the beginning of August. Draft EIR will be released for public review in the middle of August.
May 2021
Past Month’s Accomplishments: Consultant continues to work on the Administrative Draft EIR.
Next Month’s Milestones: Bond Team to receive the Administrative Draft EIR on 6/14. Team will have 3 weeks to review and provide feedback.
April 2021
Past Month’s Accomplishments: The consultant was given the go-ahead to proceed with the transportation reanalysis using revised enrollment data that reflect campus actuals and revised growth projections due to the COVID-19 pandemic. Consultant continues to work on the Administrative Draft EIR reviewed.
Next Month’s Milestones: Bond Team to receive a revised schedule to account for the transportation reanalysis.
March 2021
Past Month’s Accomplishments: The team received the updated campus maps that will be included in the final EIR. Consultant continues to work on the administrative draft EIR.
Next Month’s Milestones: The transportation consultant, Hexagon, will re-do certain transportation analysis to account for the recently updated EVC enrollment numbers. The administrative draft EIR is due to be submitted on 4/26. The team will have two weeks to review and provide comments.
February 2021
Past Month’s Accomplishments: District held a public scoping meeting with the community on 2/10 to discuss the EVC Initial Study and Environmental Impact Report (EIR). Progress was made on the revised campus maps. BST is due to receive the final documents by end of February.
Next Month’s Milestones: Consultant will review the comments on the Initial Study and start working on the Draft EIR. District to receive Draft EIR on 4/26.
January 2021
Past Month’s Accomplishments: The initial Study/Notice of Preparation was submitted to the State Clearinghouse. There will be a 30-day public review period that will end on 2/22/21. The initial study can be found on the CBOC website.
Next Month’s Milestones: District to hold a public scoping meeting with the community on 2/10/21. This will provide the community an opportunity to present their comments on the initial study. Details regarding this meeting can be found on the CBOC website.
December 2020
Past Month’s Accomplishments: Consultant submitted the draft initial study for the team’s review. Comments will be returned by the end of November.
Next Month’s Milestones: The consultant will submit the final initial study/notice of preparation to the State Clearinghouse. There will be a 30-day public review period once the document has been submitted to the State.
November 2020
Past Month’s Accomplishments: Consultant submitted the Draft Initial Study for the team’s review. Comments will be returned by the end of November.

Past Month’s Accomplishments: Consultant has been working on the draft IS/NOP, which is due to be submitted to the District by the end of October.
Next Month’s Milestones: The District will have two weeks to review the draft IS/NOP and provide feedback. BST is targeting end of November to submit the final IS/NOP to the State Clearinghouse.
September 2020
Past Month’s Accomplishments: The team gathered data on enrollment, site assessments, and 2030 Facilities Master Plan (FMP) program information to help the consultant prepare the draft IS/NOP.
Next Month’s Milestones: The consultant will submit the draft IS/NOP for the District’s review. There will be a meeting in October to discuss comments and provide feedback.
